The move comes just days after Baltimore's nickel corner Tavon Young tore his ACL, an injury that will cause Young to miss the upcoming season.
Boykin, who will be 27 when the 2017 season begins, missed the 2016 season with a pectoral injury. He last played for the Steelers in 2015.
Before suiting up in Pittsburgh he played three seasons for the Eagles.
He was drafted by Philadelphia out of Georgia with the 123rd overall pick in 2012.
He was once regarded as one of the best slot cornerbacks in the NFL.
Boykin's best season was in 2013 when he tallied 47 tackles in 16 games, registered six interceptions, forced two fumbles and scored a touchdown.
The Ravens also announced they have inked cornerback Al-Hajj Shabazz and terminated the contract of veteran corner Kyle Arrington (failed physical).
Shabazz, who is entering his second pro season, played with the Texans and Steelers in 2016.
