A city council committee approved a proposal to establish penalties for those who create and have replica guns in Baltimore Monday.

The committee passed an amendment that would not ban toys or replicas used for activities like paintball.

The bill was created after a 13-year-old boy was shot by police in southeast Baltimore - officers say he was holding a replica gun.

The full council will vote on a second reading of the bill November 14.
