BALTIMORE — I-83 was backed up from the town of Jacobus, through Shrewsbury to the Maryland line Monday afternoon.

According to Pennsylvania State Police, troopers were searching for a man who fled a traffic stop who was armed with a handgun.

"I was like, 'Oh my God,' because normally you see that on TV. You don't really you know see it close to you and then luckily I wasn't on the highway. If I was on the highway I'd be stuck there for a long time," said Shoude Shi, a resident in the area.

Police say this all started with an armed robbery at a market in Springsberry Township.

At the time, police believed a car they pulled over was involved in the robbery.

People in the Loganville/Shrewsbury area of York County were on high alert for the majority of the day.

"I saw it on Facebook this morning around 8:00 and I sent it out on my feed to let my neighbors know because some of them stay home during the day and I wanted to make them aware to keep their doors locked," said Mary Sinnott, a resident in the area.

After they pulled the car over, a man took off, leaving behind a woman, whom police took into custody.

The man was later identified as Jajyevoune Lee, 22, who had multiple felony warrants for crimes of violence in Maryland.

Lee fled into the woods and they sent up a perimeter in the area,

Some time later, a suspect matching Lee's description was seen walking along Commerce Drive in Springfield Township, York County.

Police say as they responded, Lee fled on foot and the pursuit led to I-83.

Lee attempted a carjacking and shot the driver of the vehicle, a 53-year-old woman from Shrewsbury, PA.

After running for a short distance, he was captured by police.

Police say troopers rendered first-aid to the woman who was alert and conscious. She was then taken to York Hospital.

There's no word on her condition at this time.

Lee has been charged with attempted homicide, aggravated assault, robbery of a motor vehicle, persons not to possess a firearm, evading arrest on foot, possession with intent to deliver, flight to avoid apprehension and recklessly endangering another person.

"Well, that's a little scary to know that someone is running around especially from 8 this morning to 4 this afternoon I mean that's a long time not to catch someone," said Sinnott.

The highway was shut down in both directions between exit 4 and 8.
