Baltimore men federally indicted in murder, armed robbery, carjacking spree

BALTIMORE (WMAR) — Four Baltimore men have been federally indicted in connection to a four-month long armed robbery and carjacking spree, that resulted in three people being shot and killed.

Karon Foster, 26, Rashaud Nesmith, 19, Jamai Wells, 30, and 29-year-old Daniel Williams, are accused of being tied to a racketeering conspiracy in Baltimore City.

According to the indictment, Foster and Nesmith were allegedly part of a criminal organization who carried out violent and deadly crimes to intimidate others who would interfere with their money making enterprise, which aimed to gain status in the community and on social media.

Between April 19, 2019 and August 8, 2019, the foursome allegedly committed six armed carjackings and four armed robberies. During a June 12 carjacking, one victim was murdered by Foster and others.

On July 23, Nesmith and at least one other suspect shot and killed barber Devon Chavis outside his apartment on Goodnow Road during an attempted robbery.

Over a week later, on August 1 Nesmith and Foster killed another victim during an armed robbery.

Then on August 8, the two robbed and shot off-duty Baltimore Police Sergeant Isaac Carrington outside his home, in the 5500 block of Summerfield Avenue.

They were charged locally back in September last year.

Court documents reveal Foster and Nesmith took Carrington's personal off-duty gun during the incident, which at the time of their arrest, police still hadn't recovered.

Both the ATF and the Baltimore Police Department used ballistic testing, GPS data from the car the suspects used to allegedly commit the crime, cell phone data, fingerprints and surveillance video to piece together the case against Foster and Nesmith.

Wells and Williams are suspected to have taken part in at least one of the armed carjackings.

Charges for each are listed below:

• Karon Foster – Conspiracy to Participate in Racketeering Activity; Carjacking Conspiracy; Conspiracy to Use and Carry a Firearm During and in Relation to a Crime of Violence; three counts of Carjacking; three counts of Use, Carry, and Brandish a Firearm During and in Relation to a Crime of Violence; Carjacking Resulting in Death; and Use, Carry, and Discharge a Firearm During and in Relation to a Crime of Violence

• Rashaud Nesmith - Conspiracy to Participate in Racketeering Activity; Carjacking Conspiracy; Conspiracy to Use and Carry a Firearm During and in Relation to a Crime of Violence; Carjacking; and Use, Carry, and Brandish a Firearm During and Relation to a Crime of Violence

• Jamai Wells - Carjacking Conspiracy; Conspiracy to Use and Carry a Firearm During and in Relation to a Crime of Violence; Carjacking; Use, Carry, and Brandish a Firearm During and in Relation to a Crime of Violence; and Possession of a Firearm by a Prohibited Person

• Daniel Williams - Carjacking Conspiracy; Conspiracy to Use and Carry a Firearm During and in Relation to a Crime of Violence; Carjacking; and Use, Carry, and Brandish a Firearm During and in Relation to a Crime of Violence

The case is part of Project Guardian, a Department of Justice initiative that began in 2019 to reduce gun violence and enforce federal firearms laws.
