Two teens arrested and charged in connection to death of Hagerstown girl

FREDERICK COUNTY, Md. — Two teens have been arrested in connection to the death of 17-year-old Tykerria Katherine Dawson, who was found in a wooded area in Frederick County over the weekend.

Over the past several days, investigators from the Frederick County Sheriff’s Office have been investigating this case as a homicide. Through numerous interviews, evidence collections, and search warrants, investigators found Richard Eugene Cartnail III, 16, of Frederick, to be a suspect.

As the investigation progressed, investigators also identified Caliyah Dawnae Lobaugh, 14, of Frederick, as a suspect.

On Wednesday, both Cartnail and Lobaugh were arrested and charged with first degree murder and conspiracy to commit first degree murder. Both are being charged as adults, and both are being processed at the Frederick County Adult Detention Center.

The victim’s family have been notified of the arrests.
