2 arrested after explosive device found in van across from Pine Grove Middle

UPDATE: Baltimore County police arrested two people after a van with an explosive device was found parked across from Parkville's Pine Grove Middle School Tuesday, in a widespread investigation that involved a scene in Woodlawn and led to widespread student and some resident evacuations.

Police said by Tuesday evening that the incident is no longer deemed a threat to the community - and they determined that the school did not appear to be the intended target.

Two suspects - Joseph Vickery, 43, and Kristen Vickery, 39 - have since been arrested in connection with this incident. The first was arrested in the area of the school and the second was arrested in the 1600 block of Whitehead Court, in Woodlawn near the Beltway.

According to police, the suspicious package was not on the campus, but in close proximity of Pine Grove Middle School. They have not said yet what the package was.

Baltimore County police said they were originally notified by Howard County police about someone who may have explosive-device materials in Baltimore County. Police found a vehicle with an explosive device parked across the street from Pine Grove Middle School; they also found explosive-making materials on Whitehead Court.

Joseph Vickery was charged with possessing explosive devices, and drug-dealing and gun-related charges. (Police said they also found illegal drugs and a weapon in the suspect's vehicle parked across from the school.)

Kristen Vickery has also been charged with intent to deal drugs. Both suspects are being held without bond at Baltimore County Detention Center.

The incident affected bus arrivals for multiple county schools; both Pine Grove Elementary and Pine Grove Middle were evacuated, with elementary students going to Loch Raven High and middle school students going to Parkville High.

Twenty-three schools in northeast and southwest Baltimore County had late bus service due to the incident, said Baltimore County Public Schools.

Police also said they would have an increased presence at all county schools on Wednesday.
