Police identify driver who struck, killed woman holding baby in Target parking lot

OWINGS MILLS, Md. — Baltimore County Police identified the unlicensed driver who crashed and killed a grandmother holding her granddaughter in a Target parking lot on Reisterstown Road Saturday evening.

Police charged 18-year-old Kishiya Lashawn Powell with one count of driving a motor vehicle without required license and authorization. They say she was released from her own recognizance after receiving a bail hearing on Sunday.

Powell was the driver of a Nissan Altima that crashed into a parked vehicle and killed 67-year-old Ravinder Rao while she was holding her 11-month-old granddaughter.

Baltimore County crash investigators along with Baltimore County's State's Attorney's Office plan to review the case to determine if Powell will be given additional charges.
