Unlicensed driver strikes, kills woman holding granddaughter in Target parking lot

OWINGS MILLS. MD. — Baltimore County Police are investigating after an unlicensed driver struck and killed a woman, and injured her small granddaughter Saturday in Owings Mills.

Officers were called around 10 p.m. to the Target parking lot in the 11000 block of Reisterstown Road.

Investigators found that a Nissan Altima was leaving the store when it struck a legally parked Nissan Sentra.

67-year-old Ravinder Rao, had just gotten out of her car with her 11-month-old granddaughter, when the crash occurred.

The impact of the collision however, reportedly caused Rao and her granddaughter to fall to the ground.

According to police after Rao had fallen, the driver kept moving and directly struck Rao, killing her.

Her granddaughter was taken to a local hospital and is listed in good condition.

The driver has been charged for operating a vehicle without a valid license.

Police haven't released the driver's name at this time, as other charges could be forthcoming pending further investigation.

It remains unclear what caused the driver to crash.
