Hogan calls for relief from mandated spending

Republican Gov. Larry Hogan is urging Democrats who control the legislature to pass a measure to cut mandated spending, but Democrats say the governor already has the power to reduce spending mandates.

Hogan spoke Tuesday about his proposal to reduce mandated spending increases in years when revenues don't keep pace with projections. Hogan, who has high poll numbers, says legislative leaders are "ignoring more than two-thirds of all Marylanders" who have expressed support for the governor. But House Speaker Michael Busch says "if we had to govern by every time we thought someone was popular or not popular, we would be changing positions every 15 seconds."
