PERRY HALL, Md. — Baltimore County Police have arrested 47-year-old David Rohrs for making threats against Baltimore County Councilman David Marks of District 5, according to court documents.

Rohrs is also charged with telephone misuse and stalking.

"I appreciate the work of the Police Department and State's Attorney in responding to what I believe were threats to me and my family. His neighbors also felt threatened," said Councilman Marks.

According to charging documents, Rohrs had previously been charged with disturbing the peace in his neighborhood in January. He was sentenced to 30 days of jail.

Since September, charging documents allege his behavior became increasingly erratic and aggressive.

An officer conducting a community impact interview with neighbors heard that "he can be heard screaming from his own residence, confronted juvenile children under the age of 7 (seven) who were merely passing by his residence, and continuously harassed the previous secretary of the community's HOA, which eventually led her to resign from her position."

Police also had already learned that at least two people in the community had sold their houses and moved elsewhere, "out of fear of living in close proximity to Defendant Rohrs."

He is currently being held without bail.
