Police say in January 2019, they found the victim laying in the street with a stab wound to the neck. Upon further investigation, it was revealed that the victim and his girlfriend entered a verbal altercation inside of her apartment located in the 600 block of North Eutaw St.

During the argument, Milligan left the apartment and walked outside the building to deescalate the situation, but the couple continued to argue.

Scott who was visiting the girlfriend's stepfather, overheard the argument.

Police say he proceeded to tell the girlfriend "I'll take care of it" and left the apartment, punched the victim and stabbed him with a knife before fleeing on foot.

The victim screamed for help as he called police and was able to tell the 911 operator he had been stabbed twice in the neck just before he collapsed in the intersection.

Witnesses interviewed by BPD homicide detectives identified Scott as the individual that attacked Milligan.
