BaltimoreLink failed to deliver some of the "transformational" changes promised by Governor Larry Hogan and several other agencies, according to a new report by the Central Maryland Transportation Alliance.

The group says buses do not come as often as the MTA says they do, there's a system-wide on-time rate of 80 percent, and there was a slight dip in overall access.

After a year, little has changed.

"What we found overall is that things changed a little bit here and there, but was largely the status quo that the changes were small compared to the grant promises that were made that this was going to transform the way we get around the Baltimore area," explained Brian O'Malley with the Central Maryland Transportation Alliance.

The group says a lack of investment really impacted the outcome of the promises made for the over hall of the transportation system.
