Governor Cuomo says while watching Hogan on television with his daughters, one asked him "Why didn't you think of that Dad?"

Cuomo recounted feeling a "wave of guilt". He says he did not think to buy foreign test kits because it is "not what states are usually responsible for."

The Governor commended Governor Hogan and called for increased aid from the federal government.
