Police find shooting victim laying outside crashed car that had drugs in it

SEVERN, Md. — A 21-year-old man crashed his car into a pole after being shot Sunday evening in Severn.

Anne Arundel County Police arrived shortly before 7 pm, to find Cecil Raymond Anderson laying on the ground, outside a Volvo in the area of Raleigh Drive and Sebring Court.

Officers ended up seizing the car after discovering a large amount of suspected marijuana inside of it.

The victim was transported to a area hospital in stable condition.

Police on Thursday identified the suspect as 21-year-old Phillip Elia Leupolu. A handgun was recovered during his arrest. He's since been sentenced to 28 years behind bars.
