State's Attorney concludes that state trooper acted lawfully in Westminster fatal shooting

WESTMINSTER, Md. — Carroll County State's Attorney Brian L. DeLeonardo has determined that Trooper First Class Tyler Michael acted lawfully in the fatal shooting of Michael James D'Angelo.

On March 11th, Trooper Michael was stabbed after approaching D'Angelo who was allegedly slashing tires in the Westminster area. After being stabbed, Trooper Michael reportedly took out his gun, fired and hit D'Angelo. D'Angelo was later pronounced dead at Carroll Hospital Center.

After responding to the scene and later reviewing the evidence, which included numerous videos of the incident taken by citizens, photos and videos of the scene, recorded interviews of witnesses, police reports and a recorded interview with Trooper Michael, DeLeonardo concluded that he discharged his weapon based on the reasonable belief that he, as well as other citizens, were in danger of being seriously injured or killed.

“After a review of the evidence, I have determined that TFC Tyler Michael acted lawfully. TFC Michael demonstrated an incredible amount of restraint as he continually sought to use verbal commands to get Michael D’Angelo to comply even after Mr. D’Angelo stabbed TFC Michael. It is evident from my review of the videos taken by concerned citizens that TFC Michael attempted to avoid the use of deadly force even to the point of putting himself at further risk.”
