ANNAPOLIS, md. — Police say on Thursday in the 700 block of Shelton Avenue children were stealing and opening packages.
The incidents occurred between 4:30 p.m. and 5:30 p.m.
An observer noticed and contacted Annapolis Police.
One package was stolen and another opened, but not stolen.
Officers located three suspects, an 8-year-old, 14-year-old and 15-year-old, all girls from Annapolis.
They were charged with theft on juvenile citations and released to their guardian.
