Scandal's Olivia Pope may not be on a budget but most of us are.  Good Morning Maryland's Ashley James and I are looking for ways to capture Pope's flair for fashion for cheap.

Baltimore Fashion expert Kim West says thrift stores and consignment shops are always a good place to start.

"It's almost like shopping in our girlfriends closet.  Olivia Pope is our girlfriend," West said.

For decades it's been our girlfriends who've kept the Wise Penny Boutique in North Baltimore stocked with the latest for less.

The thrift shop is the longest running fundraiser for the Junior League of Baltimore.

The community benefits by members donating their used clothing.

"We have everyone from top CEO's to college students.  We have a very good following at Towson University, as well as Morgan State.  They come in here to get everything from lovely jeans, to back to school, or business suits for that first interview," West said.
