Preventing abuses of power by officials

BALTIMORE — City Council President Brandon Scott said he's taking steps to prevent elected leaders from abusing their power like former Mayor Catherine Pugh.

On Wednesday, Scott said he asked Baltimore's Inspector General to review the last five years of city contracts with Columbia Financier J.P. Grant.

Prosecutors said in federal court that Grant knew he was funding former Mayor Pugh's political campaign by writing checks for her self-published children's books.

"Tomorrow we'll pass legislation out of the Healthy Holly aftermath...restoring trust," Scott said.

Scott said he also wants to give the etthics board more independence and resources so it's able to fully investigate potential violations.
