One man dead, another injured after shootout involving off-duty officer in Milford Mill

MILFORD MILL, Md. — Baltimore County Police are investigating an overnight shooting incident involving an off-duty officer in Milford Mill on Friday.

Police say Baltimore County officers were called to the parking lot of Golden Dragon Bar and Grill just before 2 a.m for the reported shooting when they found a 36-year-old man suffering from gunshot wounds.

According to officers, as the bar was closing, a disturbance in the parking lot drew the attention of another person who has since been determined as a security forces member of the Maryland Air National Guard with a gun permit.

The airman saw the suspect, drew his gun and issued commands to the suspect to drop the weapon, this is when the gunfire exchange began.

The suspect was struck and suffered a fatal wound. He was taken to an area hospital where he later died. The airman was not injured during the gunfire.

A second man was also struck by gunfire and was taken to a hospital for treatment and has since been released.

Detectives from the Baltimore County Homicide Unit responded to the scene and are continuing the investigation into this shooting. A gun was recovered at the scene of the shooting.

"Even though a police officer is off duty, if they're within a jurisdiction where they have that ability to act they are able to act," said Baltimore County Police Public Information Corporal Shawn Vinson. "A regular citizen will not have that ability to act. A regular citizen will have the right to protect themselves or to protect somebody else if they felt somebody was threatened."

The decedent is identified as Jerome Dewitt Garrison.

Baltimore County Police say they will not have an administrative investigation on the officer because he is not a member of the Baltimore County Police Department, but they will interview him as a part of the shooting investigation.

Baltimore County Police have confirmed that the off-duty officer involved in the Milford Mill deadly shooting was a security forces member of the Maryland Air National Guard, with a gun permit.

According to the Maryland National Guard, Keith M. Luckey is a Senior Airmen with the Maryland Air National Guard's 175th Security Forces Squadron. He is a security forces member, which consists of ensuring the safety of the people, property and resources on an Air Force base.
