Officers on foot in the 100 block of North Market Street observed a vehicle pull into a parking spot and strike a parked vehicle in front of it.

Officers went over to the vehicle, but say both the driver and the passenger were uncooperative.

The driver, 20-year-old Allan Frazier, did not want to provide officers with his information initially, but eventually gave them his driver’s license, police say.

Responding officers were able to detect the driver was under the influence of alcohol at the time of the incident.

A driver’s license check determined Frazier was operating under a suspended license.

Frazier was arrested and searched at the scene. As a result of the search, officers found a loaded .22 handgun on Frazier.

During the incident a small crowd began to gather, but Frederick police say their officers remained professional throughout the duration of incident.

Frazier is facing charges of driving on a suspended license, driving while impaired by alcohol, and possession of a firearm of a minor.

Frazier was taken to the Frederick County Adult Detention Center for processing.
