A public hearing on a bill that will temporarily stop development in Ellicott City's historic district takes place Monday.
Howard County councilman Jon Weinstein proposed the emergency legislation earlier this month.
It will prevent the county from issuing building permits for the Tiber Branch watershed for a year.
The bill needs four votes to pass.
The meeting starts at 7 p.m. in the George Howard Building.
