Liz Walsh was declared the winner of Howard County's District 1 County Council Democratic Primary by a two-vote margin, the Howard County Board of Elections said.
The Board sent out a statement Friday morning saying that all absentee and provisional ballots have been counted. They declared Walsh the winner by two votes over Jon Weinstein.
