ELLICOTT CITY, Md. — The Army Corps of Engineers were pretty impressed with the flood plan for Ellicott City.
Howard County has cleaned out 10 tons of debris, will block big cars from ever floating down main, building a tunnel to get the water to flow nice and easy and building up buildings that are in harms way.
The county is also teaming up with the National Weather Service on warnings and better communication.
