Bill named for Laura Wallen and her son to be introduced in General Assembly

A bill is being introduced in the Maryland General Assembly in memory of a slain Howard County teacher and her unborn child.

The bill, called Laura & Reid's Law, is named for Laura Wallen and her unborn son, Reid. It would change the prosecution of manslaughter to include the murder of an unborn child at any stage of development.

Senator Justin Ready and Delegate Trent Kittleman will unveil the legislation at a news conference on January 30 in Annapolis. Laura's parents, Mark and Gwen Wallen, will join them.

According to the lawmakers, the bill would not infringe on a woman's right to terminate a pregnancy.

Laura Wallen was four months pregnant with Reid when she was murdered in September 2017. Her boyfriend, Tyler Tessier, has been charged with her murder.
