A housing inspector was honored as a hero after springing into action when he saw a man lying on the sidewalk. 

Phil Walker saved the life of Patrick O'Hara outside a Pikesville condo last year. Walker saw O'Hara unconscious and performed CPR. He kept doing chest compressions until help arrived and O'Hara was rushed to the hospital.

Walker was given a hero pin from Baltimore County Executive Kevin Kamenetz Tuesday. O'Hara was at the ceremony and thanked Walker for his actions.
