The blaze was initially reported by the Sparrows Point fire station just after 7:30 p.m. Fire officials say the debris consisted of trash and old appliances waiting to be recycled.
More than 100 firefighters helped battle the flames. Crews came from Baltimore City, Baltimore County, Howard County and Anne Arundel County.
Fire personnel say crews will remain on scene through the evening. A cause has not been determine. No injuries have been reported.
The site was decommissioned as a steel mill about two years ago and is currently under redevelopment.
