Selling Baltimore's water system is up for debate.
The City Council plans to vote on a proposal Monday to amend the City charter to declare the water and sewer systems "inalienable."
If Mayor Catherine Pugh signs the measure by August 13, the bill will appear on the ballot in November.
If it passes, Baltimore would become the first major city to ban water privatization.
