A town hall discussion set for Wednesday gives Baltimore City residents an opportunity to address rising water bill rates.
Red Emma's Cafe and Bookstore on W. North Ave. hosts the discussion. Advocates at the event say the City Council must implement a comprehensive affordability plan including an income-based water billing system for low income households.
The discussion starts at 7:30 p.m.
