Third Baltimore City officer to plead guilty in fraud case

A third Baltimore City police officer charged in a federal racketeering case is expected to plead guilty Tuesday.

Detective Jemell Rayam is accused of stealing money from people he detained, illegally detaining residents and billing the police department for overtime hours he did not work.

Rayam is one of eight Baltimore City police officers federally indicted on charges from an extortion and fraud scheme.

In July, detectives Evodio Hendrix and Maurice Ward pleaded guilty.

So far, prosecutors have dropped more than 100 criminal cases in Baltimore involving the indicted officers.
