Baltimore's Board of Estimates considering $40,000 settlement for man shot by former officer

BALTIMORE — Baltimore's Board of Estimates is considering a $40,000 settlement for a man shot by a former Baltimore police officer.

The spending board will vote Wednesday morning to decide if Michael Johansen will be given that money.

Back in December 2014, then Baltimore police officer Wesley Cagle shot Johansen as he was lying on his back. Cagle stood over him when he fired the shots and was sentenced to 12 years in prison back in 2016.

If approved, this settlement will release the city and the police department from any further liability.
