CARROLL COUNTY, Md. — Even though they pre-treated the roads, the snow was coming down so fast that the plows couldn’t keep up with it making for some treacherous conditions.
Try as they may, the big plows couldn’t keep up with the steady snow over the last six hours and traction was at a minimum.
WMAR spotted one car that had to pull off on the side of the road, because it simply couldn’t make it up a steep incline along route 140 leaving the driver and his passenger in an awkward position.
