Investigators believe he bought a bag of popcorn from a Dollar Tree store and dumped it in the parking lot to lure birds in. When some seagulls landed to eat the popcorn, he intentionally ran over the birds then took off.

When police got to the parking lot and saw the dead birds on the ground Corporal Laura Wilson said "I was shocked, I've never seen anything like this in the six years I've been working here. In my entire life, I've never seen a scene like this, it was pure evilness, it takes a heartless person to do something like this."

The man believe is responsible is described as possibly in his 50s or 60s, last seen wearing a tan hat, red hoodie, green jacket, black pants and white shoes. Investigators also released a replica of the car they believe was involved - a newer model blue/grey Chevrolet Equinox with a roof rack and a Maryland license plate.

PETA is offering a reward of up to $5,000 for information that leads to an arrest and conviction. Anyone who knows who this is or has any information can call Laurel Police at (301) 498-7645 or email LPDtips@laurel.md.us, you can remain anonymous.
