WESTMINSTER, Md. — The signs outside the Carroll View Condominiums in Westminster clearly reflect that parking is taken seriously here.

A makeshift memorial suggests just how seriously.

David Burns learned of the killing in his neighborhood on Sunday.

“From what I heard from people in the neighborhood, it was over a parking space dispute,” said Burns.

Others say there are assigned parking spots here and when someone in recent weeks began routinely parking in someone else’s spot, tempers flared.

Westminster Police Captain Scott Peter says a 23-year-old man who tried to intervene and got caught up in the fight Saturday night paid for it with his life.

“While officers were there, we got a phone call from Carroll Hospital Center advising a male walked into the hospital with a stab wound to his chest,” said Peter. “That gentleman’s been identified as Devin Raney of Baltimore County, Maryland. His condition was that he had to be flown to Shock Trauma in Baltimore for treatment. He passed away at approximately 4:20 in the morning.”

Police also located a man with a bloodied face who had also been injured in the fray, and he’s the one who had run Raney to the hospital in the aftermath of the fight.

The senseless killing over a parking spot has shaken neighbors, especially since the victim just appears to have been in the wrong place at the wrong time.

“Well, that’s what usually happens when you try to get involved with something you don’t know about, you know?” said Burns. “But it’s a tragedy.”
