OWINGS MILLS, Md. — Baltimore County Police said a 21-year-old man was killed around 5 p.m. in the 9400 block of Common Brook Road in Owings Mills Thursday.

Neighbors say the apartment and condo complex doesn’t see much traffic other than the people that live here.

“When you move here you think you’ve moved to a safe place and than something like this happens,” said one woman who couldn’t get to her house while police investigated.

Bryan Moore said he saw a man in this silver car turning into the parking lot.

When he came back police were all over the scene.

“No matter where you go crime will follow you. Baltimore has this history of violence and it’s wherever you are,” Moore said. “Whether you’re here in Middle River, Montgomery County wherever. We moved out here for the education for the grandkids but the crime element will find you anywhere.”

This is a gated community tucked away from a main road.

Police identified the victim as Deras Washington. Detectives believe he was targeted.

“I was living in Park Heights, so I’ve seen it close hand,” said Moore. “I’ve literally seen someone killed more than once. Like literally watch their life taken away from them over something senseless. I'm over 50 now and I don’t know if I’m suffering from PTSD because I’m numb to it.”
