COLUMBIA, Md. — Howard County Police are asking for the public’s help trying to identify a man who they said had been seen breaking into cars in Columbia.
Police said the man was seen by witnesses and captured on surveillance camera. They believe he was involved with break-ins in the area of Swift Stream Place.
