Cecil County investigators seek closure in decades old murder case

It was Dec. 3, 1998.  Dr. Joseph Belgrade, who practiced medicine in Delaware but called Cecil County home, hadn't been in touch with his family.

Frantic calls started and family rushed to the home, only to find Dr. Belgrade dead.  His neck was slashed, and he had been shot.

His son Joe remembers the day too well.

"I remember speeding down here trying to call my father on the cell phone in my car and not being able to get through," he said.

Dr. Belgrade's car and wallet were also taken. Both would be found later the next day, but those gave up few leads.

Sgt. Joe Wilson and Cpl. Michael Zack with the Cecil County Police Department's Criminal Investigation Division are now hoping to close this case.

"Homicide cases like this are extremely difficult because it's a who done-it crime.  This was a brutal murder.  The family needs answers, needs closure and these people need to be brought to justice," Wilson said.
