Officers from the Sherriff’s Office, Maryland State Police and Taneytown Police responded to the 4000 block of Old Taneytown Road for a report of an individual firing a shotgun into the air Monday.
Upon arrival, officers found the suspect had entered a residence. Officers made contact with the occupants, and the suspect exited and was taken into custody.
Witnesses told police that Rill had been staggering as he entered a roadway near the house. Carroll County EMS were contacted to check on Rill’s condition. While waiting on medics, witnesses said that Rill became agitated and entered the home.
Witnesses said Rill returned with a shotgun, which was discharged into the air. Police said Rill is prohibited from possessing firearms or ammunition because of previous infractions.
Upon his arrest, police said they also found prescription medications that hadn't een prescribed to him and a small container of suspected marijuana in Rill’s possession.
