Officials have released surveillance footage of the person of interest below:

Baltimore Police Chief T.J. Smith stressed the importance of community involvement and surveillance videos in cases like this on Thursday during a press conference. He says police, the community, and others are frustrated murders are not being solved quicker, but without witnesses coming forward, it's hard to make arrests and identify suspects.

"If you know the guy, you know the guy and if you don't say anything, you're being complacent with the violence in the city," Smith said.

A candlelight vigil for Jallow is planned for Thursday evening at 7 p.m. at Sherwood High School's upper practice field located at 300 Olney Sandy Spring Rd, Sandy Spring, MD 20860.

Friends are remembering Jallow for his infectious smile and personality.
