Police are now investigating a shooting back in 1996 as a homicide.
On December 27, 1996, a 20-year-old man, later identified as Damon Carlos Baylor, was shot in the neck in the 200 block of Duncan Street. An ambulance took him to the hospital for treatment and as a result of the shooting, he became quadriplegic.
On January 30, 2018, Baylor died in his Northeast Baltimore home. After an autopsy, it was determined that he died from complications stemming from his 1996 gunshot wound.
Homicide detectives have now taken control of the investigation.
