BALTIMORE — Mayor Jack Young is now saying the city will not pay the ransom to get its systems back.

Mayor Young also says he's encouraging other cities to not pay the ransom.

City services, including water bills, have been impacted for three weeks.

According to The New York Times, the hackers used a software that was developed by the National Security Agency.

"This was a virus that was a smart virus," said Young. Anytime NSA do something, they do it well, I just hope that they have the key so that we can get out of this."

Young says he is working with lawmakers to get financial support from the government.
