Shot on the steps of his own apartment complex.  The murder of Richard Jackson is one that still puzzles Harford County Sheriff’s Investigators.

It happened in Aberdeen at the Perrywood Garden Apartments early in the morning, March 21, 2015.

“We suspect that he was waiting on a friend of his.  He momentarily joined a group that was walking up on the third floor and then he went down to the second floor to utilize his cell phone,” Detective Donnie Kramer explains the night.

Detective Kramer says 26-year-old Richard Jackson was in between a hallway in the apartments. The people he knew were just a few feet away, when someone came up to him with a gun. “Words were exchanged”, Detective Kramer explains, “not necessarily heated, however it eventually resulted in Richard Jackson being shot multiple times as he sat on the steps.”

It all happened fast, but solving the case has been slow.  It has been more than 3 years and Sheriff’s Deputies have not been able to pinpoint who pulled the trigger, or why.

Detective Kramer believes Jackson knew whoever shot him, but investigators have not figured out why someone Jackson knew would want him dead. “He was a troubled individual.  He had been in and out of jail.  At the time of his death, he did have some suspected CDS on him.  However, he was trying to get his life back in order.”

However, he did not have the time to get his life in order.  It’s a challenge for Kramer who has had the case for years and is looking for a few more pieces to bring closure to Jackson’s family.

“Ideally and eye witness would help out the case.  But any little bit, persons coming, persons going from the area, that type of stuff would help.”
